Town of Huntersville issued the following announcement on Apr. 8.
Mecklenburg County is officially launching its FY 22-23 Community Block Grant (CDBG) program via the Notice of Funding Availability (NOFA). This allows the county to accept competitive grant applications for eligible programs and projects. The county received $846,590 in CDBG allocations for FY 21-22. The new allocation for the upcoming fiscal year has not been released by HUD. It is anticipated that the county will receive approximately $860,000 available for fiscal year FY 22-23. The Mecklenburg County CDBG Advisory Committee will review project submissions and make funding recommendations to the Mecklenburg County Board of County Commissioners. Eligible neighborhoods and/or beneficiaries must be located in the Town of Cornelius, Town of Matthews, Town of Davidson, Town of Huntersville, the Town of Pineville, the Town of Mint Hill or the unincorporated portions of Mecklenburg County.
PROGRAM GOALS AND ELIGIBLE ACTIVITIES:
All proposed CDBG project activities must:
a. Primarily serve low- and moderate-income residents; income must be at or below 80% area median income. Income limits are determined by the U.S. Department of Housing and Urban Development, see page 9 of the NOFA for current income limits.
b. Address one of the three Federal National Objectives (CFR 570.208)
- Benefit to low- and moderate- income (LMI) persons; (see attached FY2021 Income Limits)
- Aid in the prevention or elimination of slums or blight; and
- Meet a need having a particular urgency (referred to as urgent need).
c. Must support one or more of the goals defined in the Five-year Consolidated Plan (see page 4)
d. Must be an eligible activity (CFR 570.208): CDBG funds may be used for activities that include but not limited to the following eligible activities:
- Acquisition of real property;
- Relocation and demolition;
- Rehabilitation of residential and non-residential structures;
- Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes;
- Public services, within certain limits;
e. Minimum funding request is $50,000
SUBMISSIONS: Proposals for projects must be submitted to Zsuzsi Kadar no later than April 29th, 2022 at 12:00 P.M. (extended from April 11th) at zkadar@centralina.org.
