On December 1, 2019, U.S. District Court Judge Loretta Biggs declared an injunction prohibiting North Carolina from implementing a new voter-ID law for the primary elections, possibly preventing it from taking effect for the 2020 November elections. A trial on the case, however, is still pending.
North Carolina Attorney General Josh Stein says he will file an appeal on the judge's decision to block the new law. However, MSN reports that Stein says he will not file the appeal until after the 2020 primaries to prevent any confusion for voters.
North Carolina counties have already started mailing out absentee ballots. According to reports, the mail-outs started on Jan. 13. In-person early voting will start on Feb. 13 for federal, state and local primaries.

Election Day for the primary is March 3, adding North Carolina’s presidential primary tally to 13 other Super Tuesday states.
