TOWN OF HUNTERSVILLE: Notice of Public Hearing: Greenway Waste Solutions Franchise and Operations of C&D Landfill

Town of Huntersville issued the following announcement on July 17.

Notice is hereby given on behalf of the Town Board of Commissioners for the Town of Huntersville, North Carolina that a public hearing will be held on Monday, August 17, 2020 at 6:00 p.m. to consider the request of Greenway Waste Solutions, LLC, and Greenway Waste Solutions at North Meck, LLC, for a new, ten-year franchise to expand and continue operations of the C&D Landfill located at 15300 Holbrooks Road, Huntersville, NC, hereinafter “Franchise.”

The property covered by the proposed new Franchise Agreement and Ordinance are described by Mecklenburg County Parcel Numbers as 01910102, 01918166, a portion of previous 01918135, and a portion of previous 01934118 all of the foregoing property.

The population to be served by the Landfill shall be primarily commercial contractors who specialize in construction and demolition activities. The main waste stream shall primarily come from the Town of Huntersville, Mecklenburg County and from counties contiguous to Mecklenburg County, including Cabarrus, Catawba, Gaston, Iredell, Lincoln, Rowan, Union, Lancaster, SC, and York, SC.  The waste stream will consist of any debris resulting from construction and demolition as regulated by the State of North Carolina and NCDEQ. Examples of the debris include, but are not limited to, concrete, stumps, bricks, lumber, asphalt, brush, pallets, studs, sheetrock, shingles, cardboard, and other similar type debris. The expansion planned for the landfill includes a vertical expansion as shown on the Facility Plan above. The anticipated volume of waste to be received over the 10-year term of the Franchise will include an increase over the currently permitted waste volume of 3,141,000 CY to a new total projected volume of 4,341,000, which includes the currently permitted volume. The proposed Franchise will permit a maximum annual tonnage of 500,000 tons to be deposited in the Landfill. The projected useful life of the landfill with the proposed expansion is 15 years.

The application for the Franchise, including the proposed Franchise, may be viewed on the Town’s website, or may be viewed in person at the Charlotte Mecklenburg Library, North Regional Branch, located at 16500 Holly Crest Lane, Huntersville, NC 28078, during their operating hours.  This public hearing will be held in person at Huntersville Town Hall, 101 Huntersville-Concord Road, Huntersville, NC 28078 as part of the regular Town Board meeting, which is also being held in person at Town Hall. The meeting may be viewed virtually via livestream at https://www.facebook.com/HuntersvilleNCTownGovernment. The Board of Commissioners will attend in person. The public is invited to attend and comment (1) in person at the Huntersville Town Hall (2) by email to the Clerk in advance of the public hearing jpierson@huntersville.org (until 3pm on the date of the public hearing), and (3) by telephonic communication in accordance with instructions sent to persons who have registered with the Town Clerk to speak by telephonic communication no later than 3pm on the day of the public hearing. In- person attendance will be limited in accordance with the state of emergency restrictions in place as of the date of the hearing.
